ZOTS.....look in Michael's or A.C.Moore, or other craft stores for them. They are little dots of gummy stuff that sticks stuff up (much the way 2-sided tape does), but comes off cleanly.If you are decorating a banquet hall and can't use nails,tape,or glue what do you use?
use free standing (white) lattice work or prop against wall and stick anything that needs sticking or hanging on that.... makes pretty pictures too

Boogers. Just for good measure. There are many clean and unobtrusive adhesives,hooks, and the like at home improvement stores.
Use the sticky tack stuff that you see all the time in elementary schools. A small bit will hold things very well and comes off without any marks or holes.
Staple gun.
