The smartest way to take care of your bird is to find a bird store or vet who can do these things for you. If your just starting out owning a bird its not a good idea o clip the wings yourself because if done wrong the bird could bleed out and die.
getting a birds wings and nails clipped is very cost efficient, usually you can find a place to do it for 15$ or so.
to keep the nails filed down, different toys and perches can be bought for your birds cage that will keep the beak and the nails filed down fairly well.How do you cut a cockateils wings and nails?
The best thing to do is to get an avian vet, a breeder, an aviary, or a pet store to show you how to do it if you have no idea how to do it. Ask them if you can watch them do it. They are all proffesionals and they will be glad to show you how its done. It is done in a certain way, and once you get the hang of it, you wont find it too hard to do it on your own. Both the clipping of wings and nails are 100% painless to the birds.
The wing clipping can be done with a normal scissors, but the nail clipping has to be done by a proffesional because the bird has nerve endings up to a certain point inside the nail, and if it is trimmed to deep into the nail, it could cause great pain for them.

I agree with mytielz. You will pay anywhere from 5-10 dollars to get a wing/nail trim for a small bird. Have them show you how to do it and ask questions if you're not sure about something. I've had two large parrots for 12 years. I can trim wings but am still not comfortable trimmimg nails. And remember a cockatiel can pinch the crap outta you if he gets scared being confined, which is why I don't do the big birds nails. It may take you 2 or 3 trips to get comfortable before you do it on your own which is fine b/c you can kill them if you cut too deep and they bleed. Good luck and enjoy your new buddy!

Nails: If your provide your bird with enough perches of different widths and texture, such as natural tree branches, and as long as he is active and moving around, they should trim themselves naturally. Sufficient time (as much as you can provide) out of the cage and a large variety of perching areas will help.
If you do find that even with this they are getting too long then please take your bird to a vet to have it done, at least for the first time. They can show you how to do it properly.
Never ever use sandpaper perches as these are very bad for their soft little feet and don't help. They can cause sores and visits to the vet and make for an unhappy bird.
Wings: Basically... don't clip birds wings. If you're doing it for the 'safety' of your bird, then the better option is to make your home safe instead. If you're doing it so it will be easier to tame, them please realise that a fully flight bird can be as tame (or even more so) as a clipped bird, it all depends on how much effort you put in.
A fully flighted bird is happier, healthier, more confident and able to do what it was made to do, fly. Have a read of this article about wing clipping.

Get the pet store to show you how. Don't try to do it from instructions found here. Keep wings clipped. I work for a breeder and assist the vet a lot. We get sooooo many birds with injuries they get from flying into mirrors, walls, windows, ceiling fans, burns from hot things on the stoves, fall in the toilet and drown and the worst of all....broken necks. It is for the birds best health to keep wings clipped. It is not fair to them to let them fly around the house and put them in danger of serious injury. If people that allow their birds to fly in the house could see what we treat on a daily basis, they would definately change their minds and clip their birds wings. To keep the nails in shape, put one cement perch in the cage. This should not replace the wooden perches, but having just one with help keep the nails and beaks in healthy shape and keep the nails from getting too sharp. Please read my profile
Wrap it snug in a towel so only the appropriate wing/leg is sticking out. This calms them and also prevents you from slipping and cutting something you shouldn't. I do this for my lizard's nails and she always chills when she's wrapped up.
If you've never done it before I would have a vet or pet shop show you how to do it properly. If you cut a blood feather or a vein in the toe they can bleed a lot and you need to know how to stop the bleeding if this happens. Please don't try it yourself without being shown how. OK?
I have 2 cockatiels. My local pet store cuts my cockatiels flight wings for free. I would suggest you looking into a local pet store in your area to see if they offer such a service. I go to Pet Smart or PetCo.
